Incidents:
08/24/13 Shortly after midnight, an out-of-town woman had driven her vehicle into a ditch on Campbell Avenue near Hubeny Street. No injuries occurred. North Judson Chief Doug Vessely investigated the incident and estimated damages at over $2,000.

08/23/13 A report of loud music in the 200 Block of Park Avenue was made.

08/23/13 A tenant in the 200 Block of Talmer Avenue reported to North Judson Police that unknown subject[s] had siphoned gasoline from his truck sometime during the night. Close to five gallons was missing. An older full-size white pickup, driven by a male in his 50s, about 5’10″, and reddish gray hair, was observed in the area prior to the theft. Anyone with information is asked to call the North Judson police at 574-772-5914.

08/23/13 North Judson Police assisted the Starke County Sheriff with a report of a fight in the 7100 Block of 250 West. Police stated no fighting was going on.

08/22/13 Police were involved in a complaint of a vehicle repair. The call originated in the 200 Block of Lane Street. The matter was a civil case.

08/22/13 A vehicle drove off of State Road 10 near Oakwood and caused some damage to a guide wire and a front lawn. The maroon pickup fled the scene. The truck was later located and a full report taken.

08/21/13 North Judson Police responded to a family dispute involving a battery in the 3800 Block of Third Street. The incident was settled.

08/21/13 Police continue to investigate a fraud complaint in the 100 Block of E. Talmer Avenue. Unknown subject[s] used a debit card online spending around $31.00. The account was closed.

08/19/13 Police investigated a child custody dispute along with the school system. Child protective services were notified.

08/19/13 A report of a civil matter over a go-cart between an uncle and nephew was handled by police. The incident occurred in the 400 Block of Vine.

08/19/13 Two adult females were involved in a battery complaint in the 300 Block of Lane Street. North Judson Police furnished a complete report to the Starke County Prosecutor for review.

08/25/13 Pulaski County deputies were notified of a large group of people arguing. Police learned that the members of the group were upset in knowing the death of a family member.

08/25/13 Police were called to an accident on State Road 119 in Star City.

08/25/13 The caller stated that her boyfriend bought a car the previous day and now it’s been stolen.

08/25/13 A complainant stated that a burned car was found in front of the caller’s corn field.

08/25/13 A caller told police that at terrible odor was emitting from her basement and is unable to go to the basement to see what is causing the odor. Police found that a freezer was unplugged and contained spoiled food. Members of the Medaryville Volunteer Fire Department removed the freezer from the home.

08/22/13 A caller stated that her son’s vehicle was broken into and items were stolen. Blood evidence was taken from the scene.

08/22/13 A Winamac woman reported her son’s bicycle was stolen.

08/22/13 A resident reported the theft of two guns.

08/22/13 A Medaryville man came home to find that someone broke into his garage and shed. Several items were stolen.

08/22/13 A Star City resident told police that he found the front door to his home open and several items were missing.

08/22/13 A Winamac woman told police that her moped was stolen out of her yard.

08/20/13 – A female subject told police that she had been battered in North Judson.

08/20/13 – Margaret Leggero of Bass Lake told police that a jetski had floated up to her property in the weeds and she believed in may have been the stolen jetski from the Bass Lake Beach and Campground.

08/20/13 – A resident of the 8900 block of East 150 South in Knox told police the tires on his vehicle had been slashed.

08/21/13 – A resident of the 9800 block of East 100 North in Knox reported that someone had stolen her identity.

08/21/13 – A caller told police that a female driving a Grey Pontiac Grand Am had run over a sign at the intersection of Range Road and State Road 10.

08/21/13 – Robert Tellstorm, 57 of Monterey, was arrested on charges of Public Intoxication, Intimidation, and False Reporting after a neighbor reported he had been harassing her.

08/21/13 – Chase Alexander Mareska, 21 of North Judson, was arrested on charges of Possession of Marijuana, Possession of Paraphernalia, Possession of Vicodin, Possession of Kolonopin, and Intimidation.

08/23/13 – Jeremiah J. Fort of North Judson was arrested on charges of Possession of Syringe, Possession of Marijuana, Possession of a Controlled Substance, Possession of Paraphernalia, and no Operators, Chauffeurs or Public Passengers License When Required.

08/25/13 – Dennis L. Redlin, 55 of Knox, was arrested for Operating a Vehicle While Intoxicated as a Class A misdemeanor.

08/25/13 – John E. Clemons, 41 of Knox, was arrested for Operating a Vehicle While Intoxicated and Bribery.


Operation Pullover Efforts Continue in Starke County

Officers in the Starke County Traffic Safety Partnership have been conducting impaired driving patrols since Aug. 16 in the state’s Operation Pullover Blitz #76.

Coordinator Dave Combs from the Knox City Police Department said the patrols have been successful.

“The national campaign this year is for the detection of drunk driving,” explained Combs. “This past Saturday we conducted a checkpoint here in Knox. As a result, I think we made five DUI arrests, a couple of narcotics arrests and one or two other criminal misdemeanors.”

The location of a checkpoint is based upon high visibility.

“That’s the goal of the checkpoint – to make it conspicuous to everybody. The whole point of a checkpoint is not necessarily to make arrests. It’s to deter drinking and driving.”

Officers from all Starke County departments will be out this weekend on saturation patrols.

“We’re going to try and at least have a couple of extra officers out every night specifically looking for intoxicated drivers.”

This Operation Pullover Blitz is expected to last through Monday, Sept. 2.

The Starke County Traffic Safety Partnership includes officers from the Knox, North Judson and Hamlet Police Departments along with the Starke County Sheriff’s Department.

09/11/13 Emergency responders were called to an accident at U.S. 421 and W. Maple Street in Medaryville. Minor injuries were reported.

09/11/13 A resident advised that $600 in cash and a house key were stolen from the caller’s home.

09/11/13 A caller reported the theft of gas.

09/08/13 A caller told police that he was looking for his friend and nobody had seen him or talked to him in some time. Police later learned the man was incarcerated in the Miami County Jail.

09/08/13 A resident reported a cat was found shot on a porch.

09/08/13 Subjects with a metal detector in the Winamac Town Park were asked to leave as having that type of device in the park is illegal.

09/08/13 Children at the town park reportedly dug up skeletal remains. Police thought it was probably an animal.

09/07/13 The Winamac Fire Department was called to a vehicle fire on 100 East south of 315 South. No one was injured and the vehicle was off the roadway.

09/07/13 The Monterey Fire Department was called to a fire that had consumed an entire back yard at someone’s home. The caller said someone was burning trash and it got out of hand.

Incidents:
09/09/13 Angela Peterson told police that she was involved in a hit and run accident. She had a bag that her purse was in when she was riding her bike and found it to be missing after being released from the hospital.

09/09/13 The Assistant Principal at Knox High School filed a report with police about a student with a knife on a bus. The student was not threatening anyone with it and punishment is being handled by the administration.

09/08/13 Patricia Clemons reported the theft of a laptop computer.

09/06/13 Christy Dunn reported mailbox damage.

09/04/13 A Knox man had a visit from an unknown suspect who told him he was being chased. The subject asked the man if he could come inside and the homeowner asked him to wait on the porch so he could call the police. The subject said that he didn’t want the police called, he just wanted to go into the house. The homeowner again asked the man to wait on the porch while he called police. When the homeowner went to get the phone the suspect left.

09/04/13 Mercedes Stone reported the theft of several items after some unknown suspect(s) broke into her home.

09/03/13 Knox police were called to a resident on S. Bower Street in reference to unsanitary living conditions.

08/29/13 An employee at Next Door Foods reported the theft of $10 in gas from a pump.

Knox Pair Arrested on Drug Charges

  Two Knox residents were arrested Wednesday after a month-long investigation into the sale of illegal narcotics.

Officers from the Knox City Police Department arrived at 1004 Virginia Lane Apartment 22 in the Golden Acres Apartment Complex to serve a search warrant as it was believed that one of the tenants was selling drugs.

Once inside, officers were able to take two people into custody. 35-year-old Carrie Hensley was arrested on preliminary charges of Dealing Heroin, Maintaining a Common Nuisance and Possession of a Syringe. 29-year-old David L. Campbell was arrested on a preliminary charge of Visiting a Common Nuisance.

Hensley and Campbell are being held in the Starke County Jail. This case remains under investigation.

Medication Drop Box in Use at Knox City Police Department

The Knox City Police Department pill drop is helpful, according to City Police Chief Clint Norem.

He said residents have been taking unwanted, expired and unused prescription medications to the lobby of the police department and depositing them into the drop box for collection. Chief Norem explained that those medications are logged and then stored until DEA officials can collect those medications for incineration.

Norem indicated that his department is working on a way to incinerate the medications in-house, but that plan has not yet been finalized. The department will stick to protocol for now.

If you have any medications that are expired, unused or unwanted, drop them off in the drop box at the Knox City Police Department that is located right across the street from the City Hall. Syringes are not being accepted at this time.

10/11/13 A caller advised that a truck was on its side on highway 421. The driver of the truck was up and walking around but there was fuel leaking from the truck. EMA director Larry Hoover was advised as well as the Francesville Fire Department.

10/10/13 An employee at a local gas station reported a failure to pay for fuel in the amount of $77.

10/08/13 A Francesville resident told police that some unknown person(s) stole a generator, change and Xanax out of his garage.

10/08/13 Police were called to a personal injury accident on U.S. 35 north of the Cass County line. A man rolled his vehicle but was up and walking around. He was taken to local hospital.

Incidents:
10/10/13 A resident in the 400 block of Main Street reported to police that he was battered by another male subject. A completed report will be turned over to the Starke County Prosecutor for review.

10/10/13 North Judson Police responded to the Dollar General/CVS Parking lot in reference to two females fighting. One of the females fled the scene because she thought she had a warrant and the other female did not want to press charges. The fight was over some clothing.

10/10/13 Police assisted Starke County Community Corrections deputies in the 5200 block of Holiday Street.

10/10/13 Police assisted Starke County Sheriff’s Department deputies in the 5400 block of County Road 250 W. on a battery complaint.

10/09/13 Officers received an anonymous tip of a wanted subject in a residence in the 400 block of Lincoln Avenue. North Judson Officer Frank McDaniel located the wanted female, Kayla Jo Belue, 23, and she was arrested on a Starke County warrant. Belue was transported to the Starke County Jail without incident.

10/08/13 North Judson Police Officer Frank Thomas performed a traffic stop on a vehicle at the intersection of Arlington Avenue and Oakwood Street. After a brief investigation, the driver, James Franklin Richie Jr., 40, was arrested on a Starke County Circuit Court Warrant. James Richie was transported to the Starke County Jail without incident.

10/07/13 North Judson Police responded to a property damage accident at the intersection of Main Street and Keller Avenue. Chief Deputy Joe Budner investigated the accident. A female driver on Keller Avenue stated she did not see the semi and trailer. She ran into the two rear outer tires of the trailer. Chief Deputy Budner estimated the damages at over $5,000.00.

Few Violations of City Golf Cart Ordinance

Golf cart use on public roadways has been a hot topic ever since the state gave city and town government officials the option of adopting an ordinance for their use within jurisdictions.

Knox City Police Chief Clint Norem said residents have upheld the laws of the city’s ordinance.

“For the most part, the public has followed our local city ordinances,” commented Norem. “We’ve had few exceptions were there were some misunderstandings about the age requirements for an operator of a golf cart. It’s been going well and we haven’t had any major issues.”

Another troublesome area is the operation of golf carts on state highways.

“State law only grants motor vehicles to cross state roads and U.S. routes only if they can be registered as a motor vehicle. The Bureau of Motor Vehicles will not register a golf cart. Therefore, under our ordinance they can legally operate a golf cart on a city street. They are not to cross State Road 8 or U.S. 35.”

Under the city ordinance, golf carts must be insured and the operator must possess a valid driver’s license. Norem stressed that if a person is operating a golf cart and that person does not have a license, he or she is in violation of the ordinance. Underage children who do not have a valid driver’s license are not allowed to operate a golf cart.

A copy of the city ordinance is available in the clerk-treasurer’s office.

Drug Take Back Event This Saturday

The Indiana State Police is partnering with the U.S. Drug Enforcement Administration in a drug take back event.

You are encouraged to take your unwanted, expired and unused prescription medication to any Indiana State Police Post (except for the Toll Road Post in Bristol, IN) for proper disposal. There will be a designated receptacle for you to drop off your medication and no questions will be asked.

This initiative is an attempt to deter prescription drug abuse and overdoses. Studies show that a majority of abused prescription drugs are obtained by family and friends, including from the home medicine cabinet. Flushing medicines down the toilet or throwing them in the trash pose a serious safety and health hazard.

Take medications to any Indiana State Police Post this Saturday, Oct. 26 from 10 a.m. to 2 p.m. local time. No needles or sharp objects will be collected.

In Starke County, you can always take your unwanted, unused or expired prescription medication to the Knox City Police Department and dispose of it in a secured receptacle. You may also drop off those medications at the Starke County Sheriff’s Department.


Knox Board of Public Works Approves Police Department Vehicle Purchase

The Knox Board of Public Works approved the purchase of a Dodge Avenger SE for the Knox City Police Department.

Three quotes were sought for the car. The lowest bid of $17,894 came from Thomas Dodge in Highland, Indiana. The city has dealt with the company in purchasing squad cars for the police department in previous situations.

The money for the vehicle was transferred from several accounts and approved by the Knox City Council by a resolution to transfer funds Tuesday night. The vehicle will not be used for patrols. It will be utilized by the detective on duty.

The Board of Works members approved the lowest bid.

Knox City Police Department Investigating Infant Death

The Knox City Police Department is investigating the death of an infant.

Officers were called to the Woods Apartment complex at 701 E. Danker St. after dispatchers received a report of an infant who was not breathing. Medics from Starke County EMS arrived at the scene and were assisted by officers in the care of the infant. The child was transported to IU Health Starke Hospital and was pronounced dead at the hospital.

This incident remains under investigation with the Knox City Police Department. Foul play is not suspected, however an autopsy is scheduled for today. The child’s name is currently being withheld pending the outcome of the investigation.

Preliminary Autopsy Finds Infant Died of Natural Causes

An infant who was found unresponsive early Thursday morning in Knox died of natural causes.

Knox City Police Detective Dave Combs, the deputy coroner and a representative from the Department of Child Services learned the preliminary results of the autopsy conducted by a Fort Wayne Pathologist on Friday.

The exact cause of death will not be known for another six to eight weeks as testing is ongoing.

Services for 3-week-old Olivia Robinson were held yesterday afternoon at the Braman and Bailey Funeral Home in North Judson.

11/16/13 A minor property damage accident was investigated in the Good to Go parking Lot. A truck pulling out of a parking space struck a parked vehicle. North Judson Officer Frank McDaniel investigated the incident and estimated damages at over $1000. The driver of the pickup truck, Stephen Allen, 31, of North Judson, was arrested for driving while suspended.

11/15/13 Police received a report of a written prescription being lost in the area of the Burger King parking lot.

First Responders Rescue Motorist from Submerged Vehicle

The female driver of a vehicle involved in a rollover wreck last night at the intersection of State Roads 8 and 39 was taken to IU Health Starke Hospital for treatment. Dispatchers at the Starke County Sheriff’s Department received a 911 call around 9:30 last night. The caller advised the vehicle had rolled over and was submerged in a ditch. Officers from the Starke County Sheriff’s Office and Knox City Police Department were able to pull her from the vehicle. She was taken by ambulance to the hospital. The crash is still under investigation, and the woman’s name has not been released. There’s also no word yet on her condition. Members of the Knox Fire Department and Starke County Medics also responded.

Two Juveniles in Custody in Vehicle Theft Incidents

Officers from the Knox City Police Department arrested two juveniles who were allegedly involved in several vehicle thefts Christmas Eve and into Christmas Day.

Knox officers were able to use footprints to track and capture the juvenile suspects who reportedly admitted to stealing items from several vehicles all around the Knox area. A search warrant was executed at a 309 Ruthie Drive residence and stolen property was recovered.

Knox Man Arrested on Heroin Charges

A Knox man was arrested on heroin charges Saturday night.

Knox police officers were called to IU Health Starke Hospital in Knox on a report of a suspicious vehicle. Officers did not locate the vehicle in question in the hospital’s parking lot, but it was spotted in the Five Star parking lot.

Police reportedly found 15 individually packaged bags of heroin inside the vehicle.

Matthew Bradley, 27, was arrested on preliminary charges of Dealing in Heroin, a Class B felony; Possession of Heroin, a Class D felony and Possession of a Syringe, a Class A misdemeanor. He was booked into the Starke County Jail.

The case remains under investigation.

Knox City Police Chief Clint Norem

The Knox City Council authorized the creation of a new rank for the Knox City Police Department. During their regular meeting Tuesday night, Mayor Rick Chambers explained to the council that police chief Clint Norem is requesting another rank of sergeant in the department, making a total of two sergeant positions.

Chambers explained this is to allow the promotion of Cpl. David Combs to sergeant. He said the man has been with the department for several years and does a lot of work, including detective work. The Board of Works previously approved the creation of the position, and they are asking the council to approve the funds required to create the position.

According to Chambers, a total of $1062 would have to be transferred in order to create the new position, funding the raise for Combs. Councilman Jeff Berg said he was in favor of the idea as it encourages city employees to stay in their positions, rather than seek employment elsewhere.

The city council approved a motion to create the position and transfer the necessary funds.

Knox Man Arrested on Meth Charges

A search warrant executed by police Wednesday resulted in the arrest of a Knox man.

Officers from the Starke County Sheriff’s Department went to a home in the 9700 East block of County Road 50 South in Knox where they reportedly found two one-pot methamphetamine labs, an HCL generator, precursors, drug paraphernalia, other items used in the manufacture of meth, and the finished product.

Glenn Joseph was arrested on preliminary charges of Manufacturing Methamphetamine, Possession of Chemical Reagents or Precursors, Possession of Methamphetamine, Maintaining a Common Nuisance, and Possession of Paraphernalia. He has an additional charge of Possession of Marijuana under 30 grams.

Knox City Police Department officers assisted the Starke County Sheriff’s Department in this case as well as the Indiana State Police Clandestine Team.

Two Arrested on Drug Charges in Knox

Knox City Police officers arrested two people on narcotics charges on Wednesday, Jan. 29 after an investigation.

Officers had investigated the possibility of heroin and methamphetamine being dealt out of a Knox residence. On Jan. 29, officers arrived at the residence and took 28-year-old Seth Dickson and 22-year-old Olivia Chasse into custody.

Both have a preliminary charge of Possession of a Narcotic Drug, a Class D felony.

This case has been forwarded to the Starke County Prosecutor’s Office for review. Additional formal charges may be filed.

Alleged Intoxicated Minor Attempts to Steal Delivery Truck

A Corydon man was arrested Thursday afternoon after reportedly attempting to steal a delivery truck outside the CVS Pharmacy building in Knox.

Knox City police officers were called to the store after a witness allegedly saw 20-year-old Cody Byrn enter a Calumet Breweries, Inc. truck. The Hammond delivery truck driver had just entered the business to make a delivery when Byrn reportedly got into the driver’s seat. Witnesses told police that Byrn had gotten the truck into gear and attempted to take off when he was approached by a customer.

Byrn was reportedly found to be in possession of stolen items from the store and officers believe he was under the influence at the time of the incident.

Byrn was taken to the Starke County Jail where he was booked on preliminary charges of Attempted Auto Theft and Theft, both Class D felonies, as well as a misdemeanor charge of Illegal Possession of Alcohol by a Minor.
